Seen on 0328 win trunk

Steps:
1 Launch composer
2 Click on the grippiies to minmize the 'Composition' and 'Formatting' toolbars 
3 Now, click on the grippies again to maximize the toolbars

Observe that the buttons appear overlapped and paint improperly
which theme are you using? does this occur using other themes?

I think this is probably a themes bug, assigning to the themes group to take a 
look. I tried this in both modern and classic and the issues seem to be the 
same, when the toolbars are uncollapsed, repaint of the toolbar is munged.

but if a problem occurs in all themes(modern and  classic, which does 
happen here)..it's not a theme bug..rite ? or am i wrong?
Shriang, you're right. If this problem occurs in all both themes modern and
classic, this is not a theme bug. If the problem occurs in either modern or
classic, then it's a theme bug. Shrirang, you need to change the component
though. Thanks!

I also see this on my Macintosh mozilla debug build.
I only see this in Composer windows.
Hopefully Charley can find the bug in our xul.

It looks like the toolbar that is being uncollapsed is not redrawing its
background correctly. Maybe the toolbar that was in its place before is being
redrawn in its old location, then the "main" toolbar buttons are drawn on top
of the old toolbar.
I've shown XUL to hewitt and we see nothing strange about editor XUL, so it is
mysterious why the problem only shows up in Composer.
Also talked to hyatt and pavlov (latter checked in recent imglib changes.)
Everyone is now pointing the finger at recent view manager changes,
so roc wins the lottery.
I backed out roc's last change and it didn't fix the problem.
Sujay: This problem did not occur in 3/28 build. Could you test builds since
then to isolate which day it appeared?
This was caused between builds 03/21 and 03/22 .
there were a lot of xul checkins between this period...maybe that caused this
