Steps to reproduce:

Only occurs in Windos 7 (and possible Vista), but OK in XP, and only if 'Tabs on Top' mode is selected.
1. Insert '.tabs-newtab-button {display:none !important;}' line in 'userChrome.css' to remove the new tab buttion.
2. Start Firefox.
3. Untick the 'Menu Bar'.
4. Tick the 'Tabs on Top'.
5. Double click the blank area in Tab Bar.


Actual results:

The window state becomes maximized as if one double click the window title.


Expected results:

A new tab is created.
It might be related to bug 645599, however I only experience this issue in Windos 7 machine (the XP one is fine). Since I hide the new tab button, this is inconvenience.
