Details

If a page exists at /en-US/apps, we need to make sure that it's correctly served up as /fr/apps as well. Currently we have to redirect the latter to the en-US page for some reason.

If nothing has been localized, do we serve up the content at /fr/apps? Do we get penalized by google for have two pages that are the same at different URLs

Closing this bug for now as it doesn't affect our launch at all since we aren't releasing any l10n pages and we need to figure out the right thing to do later.
