Steps to reproduce:
Placeholder icons are shown when there is no favicon present and a window is currently open.
Actual results:
Closing all open windows in Firefox and then clicking on the Bookmarks menu shows no placeholder icons.
Expected results:
Placeholder icons should be shown in the bookmarks menu when there are no windows, just as when there are windows.
