Details
In this thread NoScript is reported to be causing SSL page load times between 30 and 60 seconds.

According to the post "I think it was NoScript's Automatic Secure Cookie Management that was causing this problem. I turned it off a while ago and haven't noticed the long page loads since."

The user has most likely checked the "NoScript Options|Advanced|aBE|Allow sites to push their own rulesets" option (disabled by default, and probably to be removed from the UI in a future iteration). This means that first time a SSL web site is encountered, a "GET /rules.abe" request is issued synchronously, blocking the page load (not the browser): if the web site doesn't respond quickly (e.g. because 404 responses are intentionally or unintentionally slow), the original page load is stuck waiting for the rules (or the information that no rules are present).
I had the same problem. Hotmail and Netvibes was unresponsive and I didn't have ABE rulesets checked.
But enabling Automatic Secure Cookie Management did the trick.
Great... I uptaded Noscript to RC3 (from RC1) and problem came back on Hotmail.
Now it doesn't matter if ASCM is enabled or not. Still broken

@Rood: the OP said *disabling*, rather than enabling ASCM "fixed" his problem.
Anyway, could you please provide step-by-step instructions to reproduce?
For me, with RC1 enabling it solved problem. in RC2 there is no difference
I use Hotmail. With latest Nightly x64 and Noscipt RC1 all links at Hotmail didn't work(by all I mean Inbox, Outbox etc.. Send, Reply, Reply All etc..).
If I disable Noscript it is working fine. When I get into some subfolder in Inbox and reanable Noscript, I then can't even see mails from this folder after restart

If you're on Nightly you really really need upgrading to 2.3.6rc4, which fixes a breakage caused by bug 719154.
