Details
Especially in a bug with lots of comments, significant fields, such as priority & severity are out of sight at the top of the web form. When the user clicks submit, they may not be aware they are changing those values.
Typical scenario - hot bug, lots of folks updating it in near-real-time, so the others are refreshing the bug to get the latest updates. Unless ALL users remember to ALWAYS DO a FORCED RELOAD, different stale values can exist in those fields, and thus be submitted as new changes.
If the priority or severity is changed, the value can be "flapping". If the change in severity is linked to a pager (as it is at <cough> some companies <cough>), this can lead to *lots* of stress & confusion at a time when that is least desired.

The decision to not fix this in bug 437212 was made in 2008 - I've reopened bug 437212 to see if the state of the browser world in 2012 leads to a different conclusion.
