If you open a new browser window via <Ctrl-N>, the Stop-button is enabled though
nothing is loaded or displayed.

Reproducible: Always
Steps to Reproduce:
1. Launch Mozilla
2. Press <Ctrl-N>

Actual Results:  Enabled stop button

Expected Results:  Disabled stop button
Confirming on win95, same build. Suggesting regression keyword.
Is this classic or modern or both?

This may well be because:

        // XXX: These need to be based on window activity...
        stopButton.setAttribute("disabled", false);
        stopMenu.setAttribute("disabled", false);
        stopContext.setAttribute("disabled", false);

in navigator.js. Apparently the Stop broadcaster is broken (another comment 
somewhere) but I have no idea when it's going to be fixed.

where does the stop broadcaster even exist?  A search for "canStop" in lxr
doesn't return any results with <broadcaster id="canStop"/> anywhere.

marked as a dupe of this bug.
