A non xxx@mozilla.com account holder can join the 'staff' group.
Steps to reproduce:
1. create an account with a non-mozilla.com email address
2. add the 'staff' group
Expected:
Users should not be able to join the 'staff' group

Needed to mark "staff" tag as "system" in admin
