When attempting to connect to any HTTPS site with Mozilla 0.8.1 with Windows 
2000 or Windows 98, the connection is refused. The PSM also causes a JavaScript 
exception in will not come up.

Reproducible: Always
Steps to Reproduce:
1.Attempt to navigate to a HTTPS site

Actual Results:  Connection Refused dialog appears

Expected Results:  Navigate to the appropriate HTTPS site
Worksforme. Try deleting all copies of psm.exe and the folder that contains it, 
use regedit to delete:
HKEY_LOCAL_MACHINE\Software\Netscape\Netscape Personal Security Manager
HKEY_LOCAL_MACHINE\Software\Netscape\Netscape 6
HKEY_LOCAL_MACHINE\Software\Mozilla
Then try a clean install.
