Picking up on a comment from Scott Johnson in bug 724978 comment 1...

We destroy overflow containers lists conditionally based on whether the frame type uses them. To prevent cases where a frame uses them but forgets to add eCanContainOverflowContainers to its IsFrameOfType, we should assert inside the OverflowContinuationTracker's construction method and also in ReflowOverflowContainerChildren.
