Per bug 682591 comment 6, virtualbox has a problem with passive FTP over NAT (which is a virtualbox bug to be sure). 

This leads me to question though, why not use http://ftp.m.o anyway? mstange doesn't seem to disagree in 682591 comment 8 so I'll whip up a patch for this.
I think this would be fixed by the patch on Bug 754420
