Details

STR:
* Open about:addons and ensure the tab is current.
* Close firefox then reopen and ensure the session is restored (I've only tested with session being auto-restored, so that might also be a requirement).

Actual:
The Add-ons Manager is showing and the URL bar and other toobars are also showing.  Switching to a different tab then back correctly auto-hides them.

Expected:
The Add-ons Manager doesn't show the URL bar or other toolbars.
We've stopped hiding the URL bar for the add-ons manager.
