As per http://people.mozilla.com/~fligtar/marketplace/developer/submission/4%20-%20Payments.png, developers can choose when their app becomes publicly available once it has been reviewed.

The options we want are:

1. As soon as it is approved.
2. Not until I manually make it public.

Apps which choose the second option, should be set to "inactive" after they pass review.
We've been continually punting this forward, you figure it's time to do now? I don't think it's needed for the beta.

How would this work with reviews? We can't guarantee it will go live at a date, just some time after that when it gets reviewed.

As per fligtar, we don't need to implement the specific date part. We just need to allow the developer to choose when they want the app to be made publicly available.
