Should we worry about people circumventing stricter review process by switching between free and paid?

This starts with one simple question- Do free and paid apps have the same review process?

If yes, close the bug.

If no, then we need to consider this scenario.

1. Developer submits a free app
2. Being free, the app has a simpler review process and is approved.
3. The app is public.
4. Our cunning developer now makes the app paid and thereby circumvents a stricter review of their app.

Do we care?
My understanding is that there will be some additional policies that apply to paid apps. If that's the case, then changing a free app to paid would be akin to nominating a preliminarily reviewed add-on to full review.

So, what happens to the app status when a free app is changed to a premium app? Should the app be available in our public pages as a free app until it passes review?
For this launch let's have the details page turn into a "currently under review" message like it does for all the other cases.  Less special cases going into this is good.

Yes.

Resolution: --- → FIXED
They do, but so far only from Free to Paid. Not Free-ish to Paid-ish -- the "ish" being to include things like "Free + In-app" and "Paid + In-app". I think there's another bug to cover those cases.
