CSS rules added in userContent.css, or in any stylesheet registered as user stylesheet with the Stylesheet service, are applied to the widgets and the panels content as well; and not only to the page's content in the tabs. That's probably because Add-on SDK is using `iframe` to display them.

We spoke about this in triage meetings recently and decided that since the majority of users won't even know about userContent.css and anytime they do they are likely to be using it with site-specific selectors that this isn't a big enough problem for us to want to focus on solving. If we happen to get a fix as a side effect of fixing some other bug then great but otherwise we don't have the time to work on issues like this.
