We allow canned responses to be added at https://addons-dev.allizom.org/en-US/admin/models/editors/cannedresponse/

But we need to differentiate between add-on specific (AMO) ones and app-specific (Marketplace) ones. In other words, https://addons-dev.allizom.org/en-US/editors/review/animeaddicts-kiegeszitő and https://marketplace-dev.allizom.org/en-US/editors/apps/review/app-365941 should have different canned response choices.

By the way, we can add canned responses in the admin and select the right type. All old responses were set as belonging to add-ons.
