Steps to reproduce:

- i browsed to my ftp://localhost/»/
- right clicked the file test.txt and selected "Copy Link Location"
- i pasted it into the address bar and pressed enter to test it


Actual results:

i got an alert/message box:

550 CWD failed "/»/test.txt" : no such file or directory.

      [OK]

it copied ftp://localhost/%C2%BB/test.txt to the clipboard


Expected results:

Firefox should have opened or offered to download, the file behind the link it gave.

i would have expected this link to be:
ftp://localhost/%BB/test.txt

(which does work)
I can confirm this in 11.0 on Fedora 16 with the steps and file:///home/user/Desktop/%C2%BB/foo .
