Currently these are the only features allowed from an app review detail page: Push to Public, Reject, and Comment.

The email that is sent doesn't include the link for the dev to add more info. Also, the message shouldn't be in quotes.

I fixed the quote around the comment. But I'm not sure which link is "the link for the dev to add more info". If it's the manage page, we can throw it in the email, or it should be right on the page of the URL that is already provided?

I talked with Jorge and Andrew, and apparently in the move to zamboni the comment ability I was thinking of was removed. It makes the Request Info feature a lot less useful. I'll file a separate bug to add it back since it wasn't your fault.
