741986 - Follow up: Adjust sync interval on successful pairing of devices

If a phone is the only client connected in a sync account, it's interval will become 24 hours. Once a new device is connected to the sync account, we need to adjust the sync interval to sync sooner instead of waiting up to 24 hours.

One step on the path to this is to tell Android a much shorter backoff than we use internally.
