I think he may already have scm_level2 since he has a user repo, but we'll need him to be able to push to build/autoland so whatever the special bit is to be flipped for that, I vouch for him as an existing committer and Releng team member.
Per http://hg.mozilla.org/repo-group?repo=build/autoland, build/autoland is scm_level_2. Per bug 654479, Marc has scm_level_1. server-ops, please flip Marc's scm_level_2 bit! (not a euphemism)
