"Other License" form header text doesn't always respect my locale (en-US)

I'm on the page listed in this bug's URL field, and the text for the textbox and textarea under the "Other" radio button seems to be picking a random language each time I refresh (using Ctrl-Shift-R, bypassing my cache) the page.
I've seen the following in my quick testing:
你的许可名称是什么?
What is your license's name?
Jaký je název této licence?
Quin nom té la vostra llicència?
Wat is de naam van uw licentie?
A plurality of the time, I get the English text, but that still doesn't seem good enough to me.
Everything else on that page loads in English each time.
(As a guess, if I bypass the cache, it can't tell what my locale is in time, so it picks something at random or most recently used?)
