https://api-dev.bugzilla.mozilla.org times out. This is breaking the TBPL starring utility.
I think this is also breaking the MediaWiki Bugzilla Extension.
Apparently this was caused by bug 741379 happening before it was meant to.
Blocks: 741379
Setting to normal as IT is in the process of resolving and it will be returned to service ASAP
