I have prefs set to ask me about cookies and remember the answer. I had lots of
cookie prefs saved until today. With today's build, all my cookie prefs are
forgotten and I get prompted with the cookie dialog even for sites I use all the
time, like bugzilla. Other people are seeing this too (several people have
mentioned it on irc #mozilla today).

74049 was marked fixed, and Steve has commented that he doesn't want people to
reopen that bug (I don't quite understand why not), but I'm definitely still
seeing this problem on the 4/4 build -- every time I start mozilla, it forgets
all the cookie permissions that I had set in the previous session, let alone
anything from before this bug first happened.

Because what you are seeing now is a different bug, namely bug 74858. There are
two separate problems and I didn't want to morph bug 74049 into the other
bug.
So I'll mark this as a dup of 74858 instead of 74049 since that may have been
your original observation here all along.
