This was happening with both my installations of Mozilla 0.9.1 (Build ID
2001060703, Mozilla/5.0 (Windows; U; Win98; en-US; rv:0.9.1) Gecko/20010607)
until just recently.

If you download a file type for the first time (i.e RM,ZIP etcetc) Moz asks you
if you want to "Use default action for this type of file". If you then go to
"Set Default" it /seems/ to pick up on the correct application the first time
round but after clicking OK all that appears in the "Use Default Action" box is
"Open with Application". If you then click "Set Default" again the Application
path box is blank and you have to manually find the correct application at which
point the "Use Default Action" box will change to "Open with Application <chosen
program>.exe". Only then will the chosen application open the file after
download.
If you just do the first part (which I at first assumed was all that I needed to
do) and do not go back in and manually browse to the application you will see
the same behaviour as what was happening on that Mac build.
