Details

steps to reproduce:
1. Upload an app
2. At Step 4, pick "Free with in-app payments" and choose to set up PayPal info later
3. Notice that the app status is set to "incomplete"
4. Manage my app-> Manage PayPal. Set up refund permissions
5. Check app status

expected behavior:
App status is updated to "Pending approval"

observed behavior:
App status remains "Incomplete". See https://marketplace-dev.allizom.org/en-US/developers/app/seevans-underworld-adventur-11/status

My PayPal account wasn't set up right.
