Details

If all the preference dialogs are expanded, no scroll bar is generated. (This is 
on the left hand side of the preferences box). That is, if you expand out items 
like "advanced", "debug", etc, eventually, the total length of the options 
listed exceeds the length of the window. A scroll bar would be nice to have. 
Everything still works, you just can't see what you've selected.
I think this is a dup of bug 55334.

Nope.  Actually a duplicate of "Scrollbar doesn't appear in Category pane [eg,
Preferences]"
