74556 - Contextual menus popping up on scrollbar selection

When you select a browser window scrollbar and don't move it within 1 second,
the contextual menu appears. So, after the menu pops up while you're trying to
move the scrollbar, you have a half decent chance of selecting something from
the menu when you're really just trying to scroll up/down/whatever. You have to
click off the scrollbar to get rid off the menu. This occurs when you're
selecting a scrollbar within a page (e.g., a form) as well.

For those of us, who're reading and starting to scroll at the same time, it is
easy to exceed the 1 second delay. It would be preferable to not have the menu
pop up at all while you're using the scrollbar. I'm not sure how many people
want a contextual menu to pop up while they're using the scrollbars. Moz 0.81
didn't have this problem (feature?).
