[New PTO app] 0 hours should not be called "Birthday"

a) It looks silly that I can choose 3 days in a row as "birthday", and b) the assumption is wrong that I can only ever take a day off without PTO if it's the equivalent of my birthday. There's comp time for traveling or for spending an entire weekend debugging a broken production app, or....

Anyway, I think it'd make sense to just say "0 hours" there (and perhaps add a footnote stating "When taking your birthday off, file it as 0 hours" (or so).

The purpose of the tool is to record your Personal Time Off in relation to what is granted to you as an employee and your holiday/vacation time.  For purposes of recording what you refer to as comp time, you would need to find another form of communication.  My apologies for the confusion.
Makes sense, though that is counterintuitive (don't take only my word for it, check out bug 681793, bug 669750, bug 652624).

What these users (and myself) are asking for is "I want to tell my boss, my team, and possibly HR (if my PTO hours are affected), that I am gone for a day or two".

The new PTO app doesn't solve this problem. If it's not meant to solve this problem, that's fine, but then Peter should do away with the calendar view etc. because it'd really not be a place where I can see if someone will be out tomorrow. It's merely an "HR notification app" and should not be marketed otherwise.

Hope this adds a little bit of clarification to my initial point. We need to decide if the PTO app is meant to foremost serve the employees (with useful notifications for HR) or serve HR (with very limited use for the employees).

I can see how it's not in your interest to mix PTO with whatever individual deals are made between someone and their manager (e.g. comp time for having to work a Sunday)
However, some people will want this even though comp time can be an "off the record" type of thing that doesn't need to be meticulously recorded. 

However, the national-holiday-during-personal-holiday is still a pressing issue with the new PTO app that we must address.
