screen shot of bad rendering uses a web font ("Puritan20Bold") that Windows (with DirectWrite) renders poorly: specifically, certain letters (b, u, d, possibly others) are drawn with an x-height that is taller than the other letters.

This does *not* happen on Linux; therefore, while it is probably *related* to bug 741963, I do not think it is the same bug.  On the other hand, Chrome on the same computer shows the same bad rendering, so it's presumably an issue with system font-drawing code.  But the odds of getting that fixed in Windows are slim, I think, so we oughta be looking for a workaround.
