instead of 

http://www.mozilla.org/privacy-policy.html

It appears as though the canonical URL is:

http://www.mozilla.org/en-US/privacy-policy.html

Is that right? Also, should we be using the en-US locale on all of the mozilla.org footer links?

Yes, you have the correct link. http://www.mozilla.org/en-US/privacy-policy should be in the footer of all mozilla.org footer links, but it has been an ongoing process flagging which pages do or don't have the correct updated link. 

Is this something that can be globally changed at one time? Or, do they have to be corrected on individual pages?

I'm about to push a change that will fix it on all pages on mozillalabs.com (on the next push). But it appears that the other two legal links need this treatment as well:

Privacy Policy
Legal Notices
Report Trademark Abuse

Also, I keep seeing all of these URLs both with and without ".html" at the end. Both seem to work. Which is correct?

Just a note on schedule as there was some discussion if we need an emergency push for this.

Given the low traffic of betafarm along with the same links being currently used on moz properties (blog.mozilla.org), I suggest we go ahead and include this in our next release already scheduled for 5/9 and not do an emergency push to production.

Please confirm if this is OK.

This is likely in jishnu's camp, but as far as I'm concerned I believe you're correct.  If the old URL was so problematic, we should remove it from that website.

Re: the web links - I think we could use either with/without .html. What do we do for other pages? I get the sense we're moving away from the .html given all our new pages, but I may be wrong.

Use the url that includes .html extension

http://www.mozilla.org/en-US/privacy-policy.html

Background info if anyone is interested (from craig cook):

It seems either one works and both URLs go to the same page, but only because the server has been configured that way. Note that if you add a trailing slash, /privacy-policy/ is a 404. I prefer to keep file extensions out of URLs whenever possible, but unless we change some server config stuff, I think "http://www.mozilla.org/en-US/privacy-policy.html" is the more correct address.
