I get a 404 on the adobe terms of service in the plugin install experience.

start up Firefox on a machine that doesn't have flash. go through the process of installing flash via the Firefox prompt. when you get to the section in the dialog where you expect to see the TOS, that section is 404.

I'm going to assume this is an adobe bug and close it.  You can see all the information we store for Flash in PFS at https://github.com/mozilla/zamboni/blob/master/services/pfs.py#L107 .  It's the update URL and the icon URL.  Nothing about policy URLs.  They also recently (months?) changed their installer to always be at the same location so that may help too.
