The link at the top of the ISPBD web page in the text "ISPDB is not yet live, configurations submitted here must be published via the manual process documented here." links to https://support.mozillamessaging.com/en-US/kb/ISP-Database#How_are_ISP_database_records_added_and_how_are_they_validated_to_ensure_that_they_are_legitimate_

That article has been edited more than a year ago to remove ALL instructions, apparently the original article did not meet the requirement of a support article.
