Details
Merchants can specify tax rates for certain territories in PayPal. Normally this appears as a line item in the checkout flow, but we're doing preauth purchases. 2 cases to test behavior of in particular are: 1. what does the price and distribution look like for a preauth purchase when a sales tax rate has been set for that user's geo. e.g. does paypal add it anyway, does it ignore it, what happens? 2. how does Mozilla's 30% cut play into the sales tax?
