Need other tooltip on "Reload" when SHIFT is pressed down

Details
If you hold down SHIFT and move the cursor over the Reload button, the tooltip should say: "Force reload of page" or something like that!

This is completely undiscoverable, and probably would be even with the tooltip on shift mouseover. cc marlon for UE input.

If this ever happens, we should maybe say, "Force reload of page and reset of form elements."

Currently, if you're holding down shift and mouse over the reload button in Firefox, it brings up the standard "Reload current page" tooltip for a split second. It's gone so fast that it's very hard to tell what it says. While hardly a critical issue, it'd be nice if the tooltip was fixed to remain and say something like "Reload current page (ignore cache)".
