Steps to Reproduce: Upgraded from Firefox 9 to Firefox 11 (stable.) I normally have Browsing History, and all other boxes, checked under "Clear History When Firefox Closes." I opened a lot of tabs. Then my electricity went out. I have since tested this in a fresh profile, on several computers. I either killed the task, unplugged the computer, or rebooted with many Firefox tabs open. Result: Firfox 11 did not restore the session, or offer to. Instead it opens a new, blank tab. It also does not go to my default home page. About:Sessionrestore is empty. I tested this in Firefox 12 with the same result, however that version does open the default home page. What Should have happened: Firefox 9 always recovered from the crash, opening About:Sessionrestore with all the open tabs from the last session. I re-installed Firefox 9, and it indeed, restored from the crash, reliably, over many tests. I realize some may feel this is a security risk. See this bug: https://bugzilla.mozilla.org/show_bug.cgi?id=627548. But there is no longer any form of Crash Recovery while maintaining privacy with normal shut-downs. When I am concerned about a crashed session retaining history I simply use CCleaner to delete all session history files. Otherwise, Crash Recovery is more important to me, especially if I have spent an hour writing a post and it is lost. One solution is to leave "Remember my history" unchecked while disabling the option to Clear history on shut-down. However, I don't think that actually deletes the history from the computer. Essentially, the history is not displayed in Firefox but is still stored on the computer from session to session.

Still reproducible on the latest versions of Firefox Nightly 96.0a1 (2021-11-24), beta 95.0b11 and release 94.0.2 on Windows 10 (crashed it using about:crashparent + never remember history).
Changing the Severity to S3 though this might actually be close to an S2 since there could be potential data loss.
