steps to reproduce:
1. Upload an app
2. While it is still in pending approval status, try to change when the app will be made public (immediately upon approval or at the user's discretion)

expected behavior:
For all pending approval apps, we allow users to change this information.

observed behavior:
Users can only choose this option during submission. We do not allow a way for them to edit this information via the manage pages.

I don't think this feature will be used often and switching the option in mid-review will be such an edge case it's not worth us implementing for now.  Let's see how popular the option is.  Wontfixing for now.
