I have an account which has more than 40+apps. Today when I tried to submit an app, https://marketplace-dev.allizom.org/en-US/developers/submit/app/terms loaded.
As per spec, the user needs to accept this agreement only once.

Please check why I am being asked to accept the agreement again. Ping me if you need my account info.
Have you seen this since?  I got this once long ago but that was because I was playing with the db and code was changing a lot.  Yours could be a similar situation
I just saw this happen with another one of my accounts.

Thanks for filing this.  Due to resource constraints we are closing bugs which we won't realistically be able to fix.  If you have a patch that applies to this bug please reopen.
