748685 - Scroll should not be displayed since all the categories fit in the window

Steps to reproduce:
1. Load Marketplace homepage https://marketplace-dev.allizom.org/en-US/
2. Observe the App Categories section

Expected results:
All categories are listed and there is no scroll arrow.

Actual results:
Scroll arrow is displayed and when is pressed, categories move to the left side and hide most of the categories. Scroll arrows should appear only when all the categories don't fit in the window.

This is funny behaviour because the "pages" of the slider are determined by whatever fits into the centre column (http://i.imgur.com/I7dwT.jpg). In the case of this screenshot, there are 6.5 categories visible for the first page, so the second page shows categories 6 and 7.

When you resize your window, the centre column becomes full width and it makes more sense that this is the behaviour we expect.

A possible solution is to do some math to check that the entire width of the category is visible on the screen before exposing the arrows.
