As part of reconfigless releases, we need to get rid of ReleaseUpdatesFactory, because it depends on a reconfig for pretty much everything it does. If it makes things easier, we can probably ignore the partial mar generation bits, because that's all done at build time now.

We may want to consider not running backupsnip here, since we'll be doing this every night, and we already run a full backupsnip job every night.
