Actual behaviour:
For visitors (who aren't owners/admins) looking at detail pages of incomplete apps we say, "This app is incomplete. Please complete your app."

Expected behaviour:
We shouldn't have a link to complete your app if you don't own the app.

There are some tests in mkt/detail so make sure they still pass.
