It's not used in the tree. config/elf-dynstr-gc.c is the one that is being built when using --enable-elf-dynstr-gc, and there's been one modification on config/elf-dynstr-gc.c that hasn't been made to the copy in tools/elf-dynstr-gc. Arguably, we may also want to remove the one in config/.
