A friend pointed out that none of the PDF downloads on this page work in Firefox. http://gab.wi.gov/forms I confirmed with Firefox 12 on Mac OS X 10.7. This shows a blank white page with no offer to handle the PDF: http://gab.wi.gov/sites/default/files/gab_forms/4/gab_121_app_for_absentee_ballot_hmong_rev_12_05_p_58160.pdf
I just noticed that I have an NPAPI PDF plugin installed, maybe that is not working properly. I recall seeing a bug about that somewhere.
Confirmed that disabling the bad NPAPI PDF plugin fixes the problem. Will look for a bug to dupe this against. We should blocklist the bad PDF plugin. This behavior is unacceptable.
