Details
It should be possible for the developer to specify whether an in-app payment is refundable or not with the initial API call. We should probably default to refundable. For items that aren't refundable, we should display a message saying so when the user is purchasing. In-app purchases aren't subject to the 30 minute auto-approval window and must manually be approved by the developer. We'll need to update the docs on the new property, as well as how to handle the callback ping that a previous purchase has been refunded.

bug 746417 added IPN support and app chargebacks. This bug here addresses UI changes and JWT changes that we need to make.

sadly, we (and the industry) have no refunds right now. Perhaps in the future
