If there are many tabs and one clicks the right arrow to scroll them, it is possible to enter to a state where after the right tab and right arrow there is significant amount space.

I see this sometimes, too. It has started in the last 2 to 4 days I'd say.

Could this be a dupe of bug 749658, perhaps manifesting in a slightly different way?
