Steps to reproduce:

Initiated multiple download from web and tracked the progress of download in navigation toolbar.


Actual results:

Till the download count is under 8, the download view nicely displays under the "Downloads" icon navigation toolbar. But once the count reached beyond 8, the download view blocks the icon partially. Since there is no option to delete or clear the download view, the view blocks the icon partially.


Expected results:

The download view should be consistent and should not block the icon in navigation bar.

the panel height will be limited, should not detach from the button, btw that is what happens here due to its height.

with bug 747903 and bug 746756 this should basically be fixed.
bug 780837 is to better handle the limit.
