750913 - payments-confidential bug group

I'd like a new security group created for confidential payment-related information, such as bugs that contain payment transaction IDs, paypal accounts, and debugging info, as well as non-public revenue info pertaining to apps in the Mozilla Marketplace.

This should be available to bugs in both the Marketplace and addons.mozilla.org products.

The only members should be me, [e-mail], and [e-mail], though if I can have access to add others, that'd be good too.

For a label, I'd probably go with something like:
Confidential Payments Bug

Done. Minor code update was needed as well so it will be in the next production code push later this week.
