I decided to do some monitoring of the battery levels today after :bmoss graciously got things working again.
The battery level of the device in MV was initially 100%, now it's down to 87% (after running dashboard tests for a few hours). I did a quick comparison of the charger info against the LG device connected to my desktop, and got the following:
Mountain View Device:
POWER_SUPPLY_NAME=battery
POWER_SUPPLY_TYPE=Battery
POWER_SUPPLY_STATUS=Charging
POWER_SUPPLY_HEALTH=Good
POWER_SUPPLY_PRESENT=1
POWER_SUPPLY_TECHNOLOGY=Li-ion
POWER_SUPPLY_CAPACITY=87
POWER_SUPPLY_VOLTAGE_NOW=4011
POWER_SUPPLY_TEMP=338
Montreal Device:
POWER_SUPPLY_NAME=battery
POWER_SUPPLY_TYPE=Battery
POWER_SUPPLY_STATUS=Charging
POWER_SUPPLY_HEALTH=Good
POWER_SUPPLY_PRESENT=1
POWER_SUPPLY_TECHNOLOGY=Li-ion
POWER_SUPPLY_CAPACITY=98
POWER_SUPPLY_VOLTAGE_NOW=4115
POWER_SUPPLY_TEMP=409
Could the 100 difference in voltage be making a difference (I don't know what the scale refers to)? Should we try a different USB charger cable maybe?

Four hours later in Mountain View....
POWER_SUPPLY_NAME=battery
POWER_SUPPLY_TYPE=Battery
POWER_SUPPLY_STATUS=Charging
POWER_SUPPLY_HEALTH=Good
POWER_SUPPLY_PRESENT=1
POWER_SUPPLY_TECHNOLOGY=Li-ion
POWER_SUPPLY_CAPACITY=76
POWER_SUPPLY_VOLTAGE_NOW=3935
POWER_SUPPLY_TEMP=336
(this is just the phone, nothing else running)
Strange how the voltage keeps on decreasing.

A little bit more than 12 hours later...
POWER_SUPPLY_NAME=battery
POWER_SUPPLY_TYPE=Battery
POWER_SUPPLY_STATUS=Charging
POWER_SUPPLY_HEALTH=Good
POWER_SUPPLY_PRESENT=1
POWER_SUPPLY_TECHNOLOGY=Li-ion
POWER_SUPPLY_CAPACITY=21
POWER_SUPPLY_VOLTAGE_NOW=3708
POWER_SUPPLY_TEMP=350
I think it's fair to say that we're seeing a pattern of decreasing capacity and voltage

The problem was that the battery on the LG's in MV just can't keep up when HDMI is plugged in. We resolved this by switching to wall power.
