'tinderbox_tree' is badly named for branches which don't post to tinderbox

We spotted this whilst pushing the comm-central builders to production. 'tinderbox_tree' is a badly named parameter for branches that don't send emails to tinderbox. For those trees it actually means 'graph_server_branch'. Renaming, or adding an additional parameter would make this much clearer.

we actually have 'graph_branch' which is used in preference to 'tinderbox_tree': http://hg.mozilla.org/build/buildbotcustom/file/default/misc.py#l1037
