Since we moved the Remote Tabs list into the tabs menu, we've run into an issue where people can't access the list if they only have one tab open. They have to either open Remote Tabs from about:home, or if they have already gone to a website their one tab, they have to create a new tab, load a page, then open the tab menu, and then find their Remote Tabs. Not really an ideal experience.
Let's adjust the behaviour of the tab button slightly, such that it *always* opens the tab tray, even when only one tab exists. This will help make the Remote Tabs list more discoverable, and also help make the tab menu interaction feel more consistent than it does now.
