Currently the page title needs to have more than 4 characters to create a new page. We need to be able to have shorter titles. (e.g. for pages like the HTML "a" element. I'm able to change it to a shorter page title when I edit an existing page though.
Florian: Is this a request to make the title only a 1 character requirement? It may be possible, just want to understand the request.

Yes, we need to be able to have titles with just one character.
